Is he really into me or not?

I started seeing this guy about 5 months ago and we really hit it off. We talked on the phone for hours and texted constantly. Things were going really good then he went away to Europe for a month. The last time I saw him before he left he almost said I love you. When he got back he sent me an email that basically said he doesn't want a relationship but still wants to see me. I was fine with that because I was not ready to settle down. Now I feel differently and think I really love him but I know I can't tell him that because I think it will push him away. When we are together he is always touching me and when we sleep together we snuggle and hold hands. I think he really cares about me but I am so confused and not sure what I should do. I have a lot of guy friends and when I say their names he always asks me if I am sleeping with them. Which I am not, but it's like he jealous. I asked him if he wants me to talk to other guys and his answer was you can if you want to. What am I supposed to read into that? I tried to date others but my heart always comes back to him because I really want a life with him. Any advice would be great!! Thanks!
